There are specific rules for fighting in hockey. Some of these are written, most of them are unspoken but understood nonetheless and there are practical and "romantic" reasons for them. Dropping the gloves is part of the chivalrous tradition of "throwing down the gauntlet" (a knight removes his glove to challenge another to a duel) and some of it is the respect afforded to the man who fights bare-knuckled...being willing to take what you are willing to give out. The main reason, however, is that the gloves would increase the likelihood of injury, rather than the opposite.
